If your building still has a few analog phone lines you rarely think about: the elevator phone, the fire alarm panel, the fax line in the back office, the old line for the credit card terminal, this is the year to pay attention to them.
The regulatory ground under copper phone service shifted in 2026, and it shifted in a direction that gives businesses less warning than they had before. Understanding what changed matters less than what you do about it, but you need both. Here's the plain-English version, and a simple audit you can run yourself before your notice arrives.

What Actually Changed
Copper phone service, often called POTS (Plain Old Telephone Service), has been quietly winding down for years. The change in 2026 is that the paperwork slowing it down mostly disappeared.
On March 26, 2026, the FCC adopted its Network and Services Modernization order, stripping out much of the process carriers previously had to complete before retiring copper facilities. In practice, carriers can now stop selling copper to new customers with little more than a customer notice, discontinuance applications are auto-granted about a month after filing, and the main protection left is a single written notice — email counts.
Industry summaries of the order describe notice windows as short as 90 days for many lines, which puts the burden of migration planning almost entirely on the business rather than the carrier.
Carriers are moving on it. AT&T has filed to discontinue legacy TDM-based voice service on or after November 15, 2026 across portions of wire centers in 18 states, affecting roughly 90,000 customers, and began physically decommissioning copper in about 500 wire centers earlier this year, with a stated goal of exiting copper across most of its footprint by the end of 2029. Verizon, Lumen/CenturyLink, Frontier, and Consolidated all have parallel retirement programs running on their own timelines .
One important nuance: there is no single national shut-off date. Your copper line ends when your carrier decides it ends in your specific wire center. That's why waiting for a headline is the wrong strategy — the headline may never mention your street.
Why This Hits Businesses Harder Than Homes
Most businesses moved their main phone system to VoIP years ago. That's not the exposure. The exposure is everything else still sitting on analog:
Elevator emergency phones, required by code and inspected
Fire alarm panel communicators, often two dedicated lines
Burglar alarm and monitored security panels
Fax lines in medical, legal, and title offices
Gate, intercom, and door entry systems
Modems for HVAC controls, energy management, or older POS terminals
Analog lines for a warehouse, loading dock, or basement where no one thought to run data cable
These lines are easy to forget because they work and nobody uses them day to day. They're also the ones that trigger a failed inspection, a code violation, or an insurance conversation when they stop working. When the FCC broadened what counts as an "adequate replacement" service, commenters raised concerns specifically about alarm and medical devices — and those concerns were largely set aside.
Nobody is going to protect your elevator phone for you.
The Local Angle for Long Island and NYC
Older commercial building stock is the complicating factor here, and Long Island and the outer boroughs have plenty of it. We regularly walk into buildings where:

The alarm company, the elevator company, the landlord, and the phone carrier each own one piece of the problem, and none of them own the whole thing
That last one is the real project risk. A POTS migration in a multi-tenant building is rarely just a phone project — it's a coordination project involving your alarm vendor, your elevator vendor, sometimes your landlord or managing agent, and whoever inspects the result. Coordination takes weeks. A 90-day notice window doesn't leave much room for it.
Your Replacement Options, In Plain English
There isn't one right answer here. There are four common paths, and most businesses end up using two or three of them together.
Cloud VoIP / UCaaS for anything a human uses. Front desk phones, conference rooms, back office, remote staff. This is the mature, obvious move, and it usually lowers monthly cost while adding mobile apps, voicemail-to-email, call reporting, and room to add AI call handling later.
A POTS replacement device for the equipment you can't easily rewire. Analog-to-cellular or analog-to-IP units present a normal dial tone to your fire panel, elevator phone, or fax machine, then carry the call over cellular or your internet connection with battery backup. They're the pragmatic answer when running new cable to a machine room is expensive or physically impractical. Confirm the specific device is accepted by your alarm monitoring provider and your inspecting authority before you buy it.

eFax or digital fax for fax traffic. Cheaper and more reliable than keeping a fax working over an IP path. If you're in healthcare or legal, check the retention and privacy handling of whichever service you pick.
New structured cabling and network (learn more) to bring modern connectivity where it's needed. Sometimes the right fix is simply running Cat6 and PoE to the closet, camera, or panel that never had it. That's a one-time cost that removes a recurring problem.
Where reliability is critical, pair the plan with a backup internet path, like cellular failover for your primary circuit, so voice, cameras, and alarms don't all depend on one carrier's fiber.
A 30-Day POTS Audit You Can Run Yourself
You don't need a consultant to start this. Here's a sequence any office manager or facilities lead can complete.
Week 1 — Find every line. Pull your last three carrier invoices, including any you pay by paper check. List every billed telephone number and the monthly cost. Look especially for low-usage lines with high charges. Copper has been repriced upward deliberately, so old analog lines are often the most expensive per-line items on your bill.
Week 2 — Match each line to a device. Walk the building. For each number on the list, identify what's on the other end: elevator, fire panel, alarm, fax, modem, gate, or nothing at all. You will almost certainly find at least one line you're paying for that connects to nothing. Cancel those.
Week 3 — Flag the code-sensitive ones. Separate the list into "convenience" lines and "compliance" lines. Elevator phones, fire alarm communicators, and monitored security lines are compliance lines. They need vendor sign-off on the replacement method, not just a working dial tone.
Week 4 — Get the replacement plan and the order in. Choose a path per line, confirm lead times on hardware, and schedule installation before your notice arrives. Also make sure your carrier has a current, monitored email address on file for your account. The 90-day notice is often an email, and it's genuinely easy for it to land in a spam folder or a former employee's inbox.

Keep the finished audit as a document. It becomes your reference for the next building, the next renovation, and the next insurance or inspection question.
Why This Is Worth Doing Before the Notice Arrives
Three reasons, in order of how much they cost you.
Cost. Legacy analog lines have been repriced upward for years. Most businesses that complete this audit find they're overpaying, sometimes significantly, for lines they either don't need or could carry far more cheaply.
Risk. A failed elevator phone or a fire panel that can't reach its monitoring center isn't an IT inconvenience — it's a code and liability issue, and it tends to surface at the worst possible moment.
Leverage. Doing this on your schedule means you can bundle it sensibly: replace the analog lines, refresh the cabling, upgrade the cameras and door access that are already past their useful life, and do it in one coordinated project with one set of site visits. Doing it on a 90-day clock means paying rush rates for whatever is available.
The market is moving in this direction regardless. Global UCaaS spending is projected at roughly $113.9 billion in 2026, up from $94.6 billion in 2025. The copper era is ending on a schedule you don't control. The part you do control is whether you're ready.
